Samurai of the Great Clans,
We have suffered much at the hands of the Shadowlands. For those of us old enough to remember the horrors of the Clan War, this is a terrible reminder of that which we must struggle against our entire lives. Petty differences cannot be allowed to distract us from the greater threat that always lurks beneath our notice.
As Imperial Chancellor, it falls to me to try to keep the peace between the clans during this dark time. Without Otosan Uchi, this task becomes ever more difficult. Toturi's heirs have scattered to the four winds, establishing their own capital somewhere in the Empire. Hantei Naseru has taken an estate in Ryoko Owari. Toturi Tsudao has remained near the capital in Kyuden Seppun, vowing to reclaim her birthright. Toturi Sezaru has claimed the Dragonfly lands as his own, and Shogun Akodo Kaneka is the master of Yasuki Yashiki by right of his unquestioned military power.
Together with Miya Shoin, the newly appointed Imperial Herald, I will be keeping a series of Miya shisha moving between these different sites and the lands of the Great Clans. Diplomacy and communication are vital now in this most desperate time. If we cannot band together, our petty rivalries will tear us apart as surely as the Dark Lord's horde.
The forces of the Imperial Chancellor and the Miya family are at your disposal. We shall conduct whatever negotiations on your behalf that you wish, and we would be deeply honored to assist you in the transport of any messages or diplomatic envoys you wish to send. The loyalties of the Imperial Chancellor are to the heirs of the Emperor and the peace between the clans.
